Delete topic and have the option to retain sub topics

Let's have the ability to delete topics & to choose to retain (or not) subtopics converting the siblings into independent topics/thoughts.

    I would add, the need to be able to assign the associated children and siblings to another part of a brain would be great. If this is actually an existing function, please let me know how to do this.
